10 flp 308 when to rebarrel? less accuracy when clean

I have about 3000 rounds thru my 308 i notice if the barrel is not fouled i dont get excellent accuracy still good but i get .3 moa with reloads when the barrel is dirty. When should i be shopping for a new barrel or is this normal?
