not max loads, clean chamber, some are smooth, others are a vary hard bolt lift.. any ideas?

Even tho you think they are not max loads it sounds like over pressure. Maybe some brass has more capacity and doesn't show the higher pressure.

Are all the brass trimmed to proper length so they do not pinch the bullet tighter than it should?

What do the primers look like? Any ejector marks on the case head? How many times has the offending brass been loaded? Does the bolt close easily on the loaded round when chambered?

Have the cases been fired previously in a different rifle?

Not sure what a "260 Shilen" is, but good advice so far. The other possibility to consider also is brass hardness. Depending upon what your cases came from, they may need to be annealed.

Over pressure signs on brass is usually flattened primers and even the writing on the case rim being flattened. If that's not happening then your extractor may be at fault as my friends Remington 700 in 270 did this and even ripped the case rim leaving the brass in the chamber. This was happening with factory ammo and from several different manufacturers. He had to send it back to Remington twice before the problem was fixed.

All of the above plus: Necks can be too thick and not releasing the bullet which causes excess pressure. This would be more likely if brass is necked-down .308 or has been loaded several times.

UPDATE:
when i built it i gave it a zero head space, so its tight...

i FL'ed some of the brass, and tested.. even cambering was hard... checked the brass in the wilson guage, it before and after FL, the head spacing didnt change it was border line high for my chamber.. the die was not bumping the shoulder back at all..

so i removed .002 off the shell holder and re FL'ed... rechecked in the gun and perfect...

so all the brass that was 308 that got FL'ed to start has been a bit tight from the start.. all the rem brass is ok.. :(
