scope help!!!

HELP!!! Please tell me if my thinking is wrong. I bought a precision carbine and put a 20moa base on it and a nikon with 3 to 9 power and 55moa elevation adjustment so in my mind I would be hard pressed to get it to a 100 yd zero because I would be too HIGH, but I was trying to get it on and ran out of elevation before I could get it as a hold on zero for a hundred yids, except that I couldn't move it UP enough so when using my bdc I had to hold the 200 yd holdover mark to hit 100. I am pretty sure my base is on the correct way, I am pretty sure I mounted everything correctly, so the question is what is going on? HELP!?

Just guessing but turn the base around.

Pretty sure is not good enough you need to be 100% sure. The fatter/taller end on your base should be at the rear.
Double check that 1st.
